To be precise, exams 1,2 and 4 are the same for both the SOA and CAS.

      so which one is better?
is there any advantage of taking all the CAS(all 9 exams) over SOA exams?
and also can i take the second exam first and then take the firts exam ?
      thank you

Neither is "better". They are different in that they work on different types of insurance products. Usually you don't have to worry about taking more advanced exams until you already have a job, at which point you'll know which road you should travel.

You may take the exams out of order.

However, note that the CAS will accept the SOA version of course 3, but the SOA doesn't recognize the CAS version.

If you take all CAS exams, you'd be qualified in casualty/liability. If you take all SOA exams, you're qualified for pension, healthcare, and life. You may take the exams in any order you so choose. The first 4 SOA exams count for both SOA and CAS so if you're not sure what you want to do, would be a better choice than taking the third exam through CAS.
