What type of actuarial jobs to apply for?

I took Exam P and Exam FM about 5 years ago. I have about 3 years of work experience (some in a health insurance company and another in a consulting company). Would I have to apply to entry level actuarial jobs even though I have 2 exams and 3 years of work experience?
